THE CURRICULUM-CENTERED STRATEGIC PLANNING PROCESS

The Curriculum-Centered Strategic Planning Model

The Curriculum-Centered Strategic Planning Model is conducted through five interlocking planning activities including: (1) the identification and definition of Key Performance Indicators; (2) the detailing of a Learner-Centered Curriculum Architecture; (3) conducting an External Environmental Scan; (4) and an Internal Environmental Scan; (5) and culminating in an Action Planning Process. The continuous process of evaluation is embedded across all five activity areas. Action Planning is used to develop specific organizational, tactical and operational plans such as a Financial Plan, a Strategic Enrollment Management Plan, a Marketing Plan, an Assessment Plan and so on. (see Curriculum-Centered Strategic Planning Model v. 2002.2). There are several views of the basic planning structure. Three views follow, the simple block diagram overview, the simple round diagram overview and the full version. Three views of the same model are provided to accommodate reader’s needs and preferences.

Key Performance Indicators

  • Key Performance Indicators establish the frame of reference for the planning cycle by specifying the primary numbers used to monitor institutional performance.
  • The classic enrollment management funnel illustrates an ideal initial family of Key Performance Indicators upon which to build a strategic plan.
  • While we illustrate Key Performance Indicators using the enrollment management funnel, Key Performance Indicators can be added for any measure of institutional performance including such measures as financial status, learning outcomes, successful accreditation, etc.

Learner-Centered Curriculum Architecture

There are seven interlocking components (more detail on Learner-Centered Curriculum Architecture in the following section) to the Learner-Centered Curriculum Architecture that provide for structured inquiry, they include:

  1. the deep understanding of the populations that can be served by programs and services;
  2. knowledge of the objectives that learners in those populations seek;
  3. an evaluation of learning provider models available to them;
  4. a comprehensive integration of learning theory, methods and principles appropriate to successful learning and student success;
  5. a strategic reconceptualization of the overall curriculum architecture providing a full scope of programs and approaches to the populations the institution seeks to serve through its programs and services;
  6. a synthesis of specific curriculum configurations designed to meet the specific needs of the array of learners served; and finally
  7. the design, development and deployment of the array of services required by learners to meet their objectives.

External Environmental Scan

  • An External Scan involves examining trends and events in the external environment that have impacted or have the potential to impact the key performance indicators, and the curriculum. This activity is conducted continuously and includes (but not limited to) such things as:
  • An analysis of trends including
    • Political
    • Economical
    • Educational
    • Social
    • Technological
  • An analysis of learner markets including
    • Market forces at play
    • Market dynamics shaped by market forces
    • Competitor initiatives
    • Existing and potential collaborators
    • Higher Education at large
  • An analysis of consumers including
    • Learning Populations
    • Learner Objectives
    • Learner Restraints
    • Learner’s Key Performance Indicators
    • Learner Options

Continuous Self Study Process

  • The continuous self study process examines institutional aspects and incorporates the findings into strategic, organizational, and operational plans. To begin, take an inventory of existing reports and self-study documents to help build the foundation for strategic planning.
  • Self study includes processes such as accreditation self study, annual budget development, employee performance evaluations, annual report development, work-plan development, and a host of others.
  • Together, such activities provide a continuous flow of information regarding organizational performance as related to Key Performance Indicators , the curriculum, and the external environment.

Action Planning

  • The Action Planning Process involves a series of steps that develop the organization’s action agenda that will capitalize upon opportunities, mitigate threats, make strengths stronger and weaknesses weaker.
  • Action planning is the process of generating ideas; formulating mission, strategies, goals and objectives; and establishing an implementation and evaluation schedule.
  • Action Plans may include unit plans, tactical plans, project plans etc. Specific action plans are not included in this proposal. The recommendations will be developed using our action planning methodology.
